Disability Issues
The Minister cited rising Disabled Persons Grants allocations, said 2027 funding depends on the Estimates process, and noted emergency supplementary funding remains available.

My Department provides funding to local authorities under the Disabled Persons Grants Scheme to carry out works to social housing stock that address the needs of older people, people with disabilities and households experiencing overcrowding. Typical works include adaptations such as stair lifts, level access showers, ramps and grab rails, the widening of door openings and improvements to circulation space. Extensions to provide ground floor bathrooms and bedrooms can also be supported.
Since 2023, Dublin City Council has received year-on-year increases in funding under the Disabled Persons Grants Scheme, reflecting the Department's ongoing commitment to supporting the local authority in the delivery of these important works. Allocations have increased from €1.93 million in 2023 to €3.16 million in 2025, with a further increase to €3.89 million preliminary allocation for 2026.
As with all Exchequer funded programmes, funding levels are subject to the annual Estimates process. Notwithstanding this, my Department's approach each year is, in the first instance, to allow local authorities to progress works up to 65% of the previous year's allocation pending formal approval, thereby ensuring continuity of this important programme.
Thereafter, having regard to identified sector need, my Department issues a full year allocation to each local authority, enabling them to plan, prioritise and implement their works programme and deliver the adaptations and extensions required to meet the needs of their tenants.
Local authorities may also apply for additional funding in respect of emergency cases arising during the year, and my Department will make every effort to accommodate requests for supplementary funding where required.
