Departmental Contracts
The Department uses Oracle’s longstanding eBusiness Suite under required licences and procurement rules; its agencies hold no such contracts, and awards are published.

Deputy Richard Boyd Barrett asked the Minister for Social Protection the details of any contracts in place between his Department and agencies under his remit with a company (details supplied) known to have provided material support to the IDF in Gaza, which the Government considers to be guilty of genocide, since 2023. My Department is currently using a financial e Business Suite (IT system) by the Corporation concerned and has done so for many years dating back to before 2023. The system is an integral part of the Department's IT infrastructure and is used to record all financial transactions, facilitate payment to social welfare recipients and produce the financial accounts of Vote 37 and the Social Insurance Fund. The Department is required to have the requisite licenses in order to use the system.
My Department and all bodies under the aegis of my Department undertake procurement in accordance with OGP guidance, national legislation and EU Directives. To the best of the Department's knowledge Oracle is not one of the 270 legal entities on the UN Security Council's sanctions list nor is it one of the 153 companies on the UN Human Rights Office database of business enterprises involved in activities linked to the West Bank and East Jerusalem.
All contracts over €25,000 awarded by the Department are published quarterly on gov.ie at [www.gov.ie/en/collection/6d4953-procurement-contracts-awarded/].
The agencies under the aegis of the Department, the Citizens Information Board, Pensions Authority, Pensions Council, NAERSA and Social Welfare Tribunal currently do not hold any contracts with the Corporation in question.
