Summary

The Minister said HIQA and the Mental Health Commission independently determine and publish inspection reports for St. Stephen’s Hospital under their statutory mandates.

Deputy Ken O'Flynn asked the Minister for Health to publish in full the recent HIQA inspection report into unit 1 at St. Stephen's Hospital; the recent Mental Health Commission inspection findings in respect of block 8 at the same hospital; and if the deficiencies identified by HIQA in unit 1 relate to resourcing, staffing or management decisions taken by the HSE, rather than to the standard of care provided by the staff of the unit. The Chief Inspector of Social Services, in the Health Information and Quality Authority (HIQA), is the national independent regulator of all designated centres for older people in Ireland, including public community nursing units, voluntary and private nursing homes.

All designated centres for older people are subject to registration and inspection by HIQA, which is underpinned by a comprehensive quality framework comprising Registration Regulations, Care and Welfare Regulations and National Quality Standards.

The publication of inspection reports for designated centres for older people is a matter for HIQA, which has statutory responsibility for the registration, monitoring and inspection of designated centres for older people under the Health Act 2007. HIQA publishes inspection reports on its website.

The Mental Health Commission (MHC) is Ireland's independent regulator for mental health services. Its role is to promote high standards in mental health care and to protect the rights of people receiving mental health services.

The publication of inspection reports for mental health approved centres is a matter for the MHC, which has statutory responsibility for the inspection of approved centres and the publication of inspection reports. The MHC is required under legislation to inspect and publish a report on each approved mental health centre at least once annually.
