Sulky racing regulation

Summary

Deputy Murphy seeks action on sulky racing, including welfare, enforcement, licensing and a possible ban; Minister Heydon says Agriculture, Transport and Justice must cooperate through a proposed working group.

Back in March, I wrote to the Ministers for agriculture, justice and Transport on the issue of sulky racing and general sulky use. It is extraordinary to think that sulky racing is permitted under the Roads Act 1993. This issue crosses all three Departments. I ask that the working group look at welfare, enforcement, legislative reform, minimum ages, and a licensing and regulatory framework. It is extraordinary that the racing of sulkies is permitted. Is there any update from the working group? Does the Minister support an outright ban?

I thank Deputy Murphy for raising this matter, for his ongoing work as chair of the Oireachtas Committee on Transport and for his personal interest in the issue of sulky racing, which he has been raising for some time. As Minister for Agriculture, Food and the Marine, I am responsible for animal welfare. The question of who is permitted to operate on roads is a matter for the Department of Transport and enforcement in respect of any breaches of the rules is a matter for the Department of justice. I wrote to my colleagues in those Departments to ask them to nominate people for a working group. That working group has held an initial meeting. I understand that more meetings are planned for the future.
