Children’s Health Ireland inquiry scope

Deputy Cullinane criticised excluding pre-2019 failures and individual cases from the proposed Children’s Health Ireland inquiry.

A report has been published into a coping exercise on an inquiry into failures in Children's Health Ireland. The House knows that in 2017, the then Minister, Deputy Simon Harris, made a promise to children with scoliosis and their parents that no child would wait longer than four months for treatment. Bizarrely, the recommendation in this report is that the look-back would start on 1 January 2019 and all of the failures before then will not be examined. Individual cases will also not be examined. Very real concerns have been identified by parents and advocate groups. I spoke to them over the course of the weekend.

We cannot have an inquiry that does not have the confidence of parents of children and advocacy groups. They have to be front and centre. There can be no hiding place when it comes to failures or accountability. First, I ask the Taoiseach that we have statements this week on that report. It is really important. Second, I ask that the Taoiseach and Tánaiste engage with those groups and families because they are very concerned about what is in this report.
