Ministerial Communications
110. Deputy Paul Nicholas Gogarty asked the Minister for Social Protection if he has engaged with the Minister for the Environment, Climate and Communications regarding the financial position of low-income households and family carers who borrowed funds to install solar PV systems prior to the introduction of the enhanced SEAI grant supports for carer's allowance recipients; whether additional supports are being considered for such households who continue to repay installation-related debt while being excluded from the new grant scheme. The Department of Social Protection provides a range of income supports for family carers, including Carer's Allowance, Carer's Benefit, Domiciliary Care Allowance and the Carer's Support Grant. The expenditure on these supports is expected to exceed €2.2 billion in 2026.
My Department has not engaged with the Department of Climate, Energy and the Environment regarding households or carers who borrowed funds to install solar PV systems before the introduction of the enhanced Sustainable Energy Authority of Ireland (SEAI) grant supports.
The enhanced grant supports referred to by the Deputy are administered by the SEAI under the aegis of the Department of Climate, Energy and the Environment. The policy design and eligibility rules of these schemes are matters for that Department and SEAI.
