My Department carries out Sanitary and Phytosanitary (SPS) checks on certain goods and machinery imported into the EU from third countries at designated Border Control Posts (BCPs). This consignment, which entered Dublin Port under a Transfer of Residence (TOR), contained a used tractor/part and wood packaging material (WPM), which are regulated and pose a plant health risk.

A valid phytosanitary certificate must accompany used machinery/parts; no certificate was furnished for the tractor. Wood Packaging Material must comply with International Standards for Phytosanitary Measures No. 15 (ISPM 15); the markings which indicate compliance were absent.

The options available for rejected consignments are re-export to a third country or destruction. My Department's BCP team and Revenue have engaged with the individual in question to arrange the detention of the controlled goods while facilitating the release of the remainder of the consignment. It was agreed that a Customs Bonded Warehouse (CBW) could be used to complete this process. My Department is currently awaiting receipt of a selected CBW and an application for a plant health registration to progress this matter and bring it to a conclusion. My Department remains ready to assist the individual in question with any clarifications they may require.
