Cork County Council with funding from the Office of Public Works (OPW), for nine staff for flood projects across the county, is leading the delivery of a flood relief scheme for Carrigaline.

The Catchment Flood Risk Assessment and Management Programme, (CFRAM), was the largest study of flood risk and was completed by the Office of Public Works (OPW), in 2018. Since 2018, and working with local authorities, the OPW has trebled, to some 100, the number of flood relief schemes at design and construction.

The OPW completed a Flood Relief Pre-Feasibility Investigation for Carrigaline in 2020. There are 89 properties in the town of Carrigaline deemed at risk of a 100 year return period fluvial event or a 200 year tidal event (36 residential properties and 53 non-residential properties).

Cork County Council has advised the OPW that it is preparing the procurement documentation for the Carrigaline Flood Relief Scheme. The OPW has reaffirmed to Cork County Council its funding commitment for a viable flood relief scheme for Carrigaline and is available to provide assistance to the Council as it prepares documentation to appoint a consultant engineer to design a scheme.

Pending the completion of a flood relief scheme, the Council can apply for funding for interim measures in Carrigaline through the OPW’s Minor Flood Mitigation Works and Coastal Protection Scheme. I announced revisions to this scheme in May this year with an increase in the funding thresholds to €2m and OPW’s contribution to 95% for funding amounts greater than €300,000.
