Energy Policy

Summary

None of the 17 LEAP actions are complete; implementation is underway, while green energy park locations await a planning framework expected before year-end.

249. Deputy Ken O'Flynn asked the Minister for Enterprise, Tourism and Employment the number of the 17 enabling actions in the Large Energy User Action Plan published in January 2026 that have been completed to date; the timeline for completion of each outstanding action; the number of green energy parks or strategic plan-led locations identified to date; and if he will make a statement on the matter. The Large Energy User Action Plan (LEAP) is a medium-term plan that seeks to enable Ireland to attract the next-generation of investment in strategic energy-intensive sectors. It does this by seeking to address growth and development barriers impacting energy-intensive industry and digital infrastructure at present, and in particular through plan-led development, allowing coordinated delivery of key enabling energy infrastructure, such as grid capacity, dispatchable generation, and renewables.

The 17 enabling actions contained within the Large Energy User Action Plan comprise a programme of policy, regulatory, planning and market development measures that will be progressed over a number of years. None of the actions are yet fully completed. Timelines for implementation of each action are out within the document.

Implementation of the LEAP is progressing across a range of measures, these include the development of a National Planning Statement for Green Energy Parks, work on industrial policy inputs to energy system planning, energy and planning policy considerations for the co-location of renewable energy generation and industrial electricity demand, and electricity market mechanisms to support demand flexibility. The first annual Data Centre Sector Roundtable under the LEAP has also now taken place, this is intended to convene on an annual basis going forward. I will be happy to publish a comprehensive implementation update in due course.

The LEAP does not itself identify or designate specific green energy park locations. Instead, it provides for the development of a National Planning Statement for green energy parks, which will establish a framework for the identification of these locations through the planning system and relevant planning authorities, including guidance on the characteristics and infrastructure requirements of suitable locations. It is still my intention that this can be prepared before the end of this year. The National Planning Statement will enable decision making at the appropriate level of planning, consistent with national policy and our industrial policy objectives, in keeping with our National Planning Framework.
