Housing Provision
More than €1 billion is planned for housing-enabling infrastructure through the Housing Activation Office, including HIIF, and the Towns and Cities Regeneration Investment Fund. The Department does not set individual local-authority allocations; funding is paid as projects progress and claims fall due, while local authorities lead applications and delivery.
322. Deputy Albert Dolan asked the Minister for Housing, Local Government and Heritage the planned and allocated expenditure on infrastructure intended to facilitate housing delivery, for each local authority for each of the years 2026 to 2030, identifying the relevant funding programme or funding stream in each case, in tabular form. The Revised National Development Plan 2026-2030 provides substantial investment of over €1 billion in housing-enabling infrastructure to support the delivery of homes across the State. Key elements of this investment are delivered through the Housing Activation Office (HAO), including the Housing Infrastructure Investment Fund (HIIF). Additional Infrastructure funding is provided through the Towns and Cities Regeneration Investment Fund (TCRIF).
Funding is available to local authorities under these programmes; however, my Department does not provide individual funding allocations to local authorities for housing infrastructure. My Department provides funding to local authorities on an ongoing basis as projects are progressed and claims fall due for payment in line with the relevant scheme conditions.
In the Revised Estimates Volume (REV) 2026 (assets.gov.ie/static/documents/40d6f3cb/REV_2026_BOOK_06.03.26.pdf) €205 million was allocated to support the work of the Housing Activation Office, with a further €300 million allocated to the Towns and Cities Regeneration Investment Fund.
Budget 2027 Expenditure Reports (www.gov.ie/en/department-of-public-expenditure-infrastructure-public-service-reform-and-digitalisation/publications/budget-2027-expenditure-reports/) sets[ ]out an allocation of almost €350 million to the Towns and Cities Regeneration Fund and €225 million to the Housing Activation Office including the Housing Infrastructure Investment Fund (HIIF).
The REV will provide considerably more detail than the Abridged Estimates Volume, including subhead-level allocations and associated performance metrics. The REV forms the basis for parliamentary scrutiny of voted expenditure.
The Housing Infrastructure Investment Fund (HIIF) is managed by the Housing Activation Office (HAO) and aims to support the delivery of critical housing enabling infrastructure and accelerate housing delivery. Under the first HIIF funding call, 82 projects were approved for inclusion in the programme. These projects comprise a range of housing-enabling infrastructure, including transport, water, wastewater and electricity infrastructure, and are located across the country in towns and cities. A full list of the 82 projects approved under the first HIIF call, including geographical breakdown, has been published on my Department's website: assets.gov.ie/static/documents/9d47d273/Housing_Infrastructure_Investment_Fund_Call_1_-_List_of_Projects.pdf.
The Government launched the Local Infrastructure Housing Activation Fund (LIHAF) in 2016 to provide funding to local authorities for public off-site infrastructure works that address critical infrastructure constraints and accelerate housing delivery in key growth areas and development sites. A total of 24 projects have progressed under the scheme. LIHAF has an overall Exchequer allocation of €210 million, of which approximately €55 million is projected to be drawn down in the period 2027 to 2028. A table of the location and status of LIHAF projects is provided in the attached.
The Towns and Cities Regeneration Investment Fund (formerly the URDF) supports urban regeneration projects and the development of sustainable communities through the provision of part-funding for applicant-led projects in every local authority area. Significant investment in infrastructure intended to facilitate housing delivery was provided for under Call 1 (in 2019) and Call 2 (in 2021) of the URDF. Much of this investment has already been made, and funding distributed in that respect, with the remaining overall allocations for the relevant projects also provided in the attached.
Projects approved under Round 1 of the Towns and Cities Regeneration Investment Fund were announced in September 2026. These projects will support policies such as ‘Town Centre First’ and seek to focus funding in the most disadvantaged areas of our towns and cities, with almost 120 projects across every local authority in the State. A full list of approved projects can be found at the below link:

While my Department works closely with local authorities in respect of all these investments, responsibility for the composition of any applications for funding (and thereby its geographic distribution) is, in the first instance, a matter for the relevant local authority as is the advancement of projects through the various stages of planning, development and completion. Only towns with a population over 9,000 and/or that support more than 2.500 jobs are eligible for funding under the Towns and Cities Regeneration Investment Fund. This investment programme is monitored through the management and oversight of the overall approved project portfolio, having regard to project progression, delivery milestones, and funding requirements.
