Under the housing plan, Delivering Homes, Building Communities, each local authority will prepare a Housing Delivery Action Plan (HDAP) setting out their planned delivery of social and affordable housing to 2030 in line with targets set by my Department in order to ensure the 72,000 social homes and 90,000 affordable housing supports will be delivered by 2030. In preparing their HDAP, each local authority will reflect local need to ensure the right mix of homes to respond to need and priorities.
It should be noted that existing HDAPs run to the end of 2026, and it is expected that new HDAPs, which will run to 2030, will be in place by the end of 2026. Each local authority's current HDAP is published on their website.
In relation to performance monitoring, my Department commenced publishing local authority new build outputs in 2025. Publishing actual outputs versus targets ensures full transparency and accountability for delivery. Specific indicators such as own build delivery and overall new build delivery are included in these published reports. Performance against targets is measured quarterly and is published by my Department as part of the quarterly statistical reports.
Details of these reports and on overall social housing delivery by each local authority can be found on the statistics page of my Department’s website at the following link: www.gov.ie/en/collection/6060e-overall-social-housing-provision/.
My Department will continue to publish these outputs on a quarterly and annual basis over the duration of the plan, thereby highlighting good performance but also identifying where improvements may be needed.
