Ireland’s constitutional future
Deputy McDonald asked for a timetable for the Taoiseach’s initiative on Ireland’s constitutional future. The Taoiseach cited the legacy framework and Shared Island initiative as significant work already undertaken.
I welcome the Taoiseach's intention to bring a memorandum to Government before Christmas on Ireland's constitutional future. There is no doubt that momentum towards unity is growing and that the question of reunification is now a pressing political reality. A united Ireland offers the best future for all of our people and now is a moment for leadership. Preparations for change have to begin now. People across the island must shape the debate and get clear answers on the practical choices ahead. What is the timetable for the Taoiseach's initiative? When precisely does he propose to bring this memorandum to Government and, crucially, what engagement with parties from the Opposition will he have in advance of bringing that memorandum?

The Government has shown very strong leadership on this question for quite some time. One of the more significant achievements to date has been the legacy framework, which tends to get ignored now that we have reached an agreement. I welcome the fact that it has gone through the House of Commons. I hope it can get through to the House of Lords, so that, for the first time in 30 years, we will have an overarching framework for all those who have lost lives and their families to try to get closure.
The shared island initiative has been the most consequential initiative since the Good Friday Agreement and the most significant investment in Northern Ireland since the foundation of the State, with over €1 billion allocated already.
A new initiative to hear all voices and not see this pathway as one of victory over anybody or a sense of inevitability but, rather, a pathway to enable voices from all traditions to be heard and heard properly is under consideration by the Government. When I have further details, I will come back to the Deputy on it.
