Apologies have been received from Deputy Sean Fleming. As Deputy Fleming, the Cathaoirleach of the committee, is unavailable and this is the first time I have taken the Chair in my capacity as Leas-Chathaoirleach, I must make the following declaration:

I do solemnly declare that I will duly and faithfully, and to the best of my knowledge and ability, execute the office of Leas-Chathaoirleach of the Joint Committee on Infrastructure and National Development Plan Delivery without fear or favour, apply the rules as laid down by the House in an impartial and fair manner, maintain order and uphold the rights and privileges of members in accordance with the Constitution and Standing Orders.

At the outset, I advise members of the constitutional requirement that they must be physically present within the confines of the Leinster House complex in order to participate in public meetings. Members are reminded of the long-standing parliamentary practice that they should not criticise or make charges against any person or entity by name or in such a way as to make him, her or it identifiable, or otherwise engage in speech that may be regarded as damaging to the good name of the person or entity. Therefore, if a member's statement is potentially defamatory with regard to an identified person or entity, he or she will be directed to discontinue his or her remarks. It is imperative that members comply with any such direction.

No. 1 on the agenda is the minutes of the previous meeting. The minutes of the meeting of 14 January have been circulated. Are they agreed? Agreed.

We have two items of correspondence to consider today. Correspondence No. R-2026-0002-INDP contains additional information from the National Transport Authority, NTA, requested on 17 December 2025. This correspondence was received from the NTA regarding additional information that was requested at the meeting on 17 December 2025. Do members wish to discuss this further? No. Is it agreed to note and publish? Agreed.

Correspondence No. R-2026-0003-INDP contains additional information from the Commission for Regulation of Utilities, CRU. This correspondence was received from the CRU regarding additional information that was requested at the meeting of 17 December 2025. Headings include "Arrears and Disconnections Data", "Report on Retail Energy Markets" and "Network Operator Performance". Do members wish to discuss this further? No. Is it agreed to note and publish? Agreed.

Correspondence No. R-2026-0004-INDP contains a response from Uisce Éireann regarding Sweetbriar Residents Association correspondence. The correspondence received from Uisce Éireann contains an overview of the situation at Sweetbriar and highlighted for the committee's information that direct communication has been made with the customer in the area through the relevant customer service channels. Uisce Éireann has advised that it has assigned to the matter a dedicated service representative in its customer contact team and continues to engage directly with the customer.

As we have had previous engagement with the correspondents, I propose we inform them of the response and explain that we have very little remit on specific issues such as these. Do members wish to discuss this further? No. Is the proposed approach agreed? Agreed. That concludes the correspondence for today.

The next item relates to our meeting next week. As members will be aware, the Minister, Deputy Jack Chambers, is attending next week. His office has notified us that he has a schedule clash in the Chamber and he has asked that we start at the slightly later time of 4 p.m. We will have the full committee slot and can continue until 6.30 p.m. We will not lose any time as it just a slight adjustment in the starting time. Is that agreed? Agreed. Before I move to the next business, we will suspend briefly while we bring in the witnesses.
