The committee agreed the minutes and rescheduled its report launch to 25 June. It reviewed correspondence on NDFA PPP and Project 2040 updates, Dublin City Council’s Wood Quay relocation plans, wind farm noise evidence, and GAA follow-up, deciding to seek more up-to-date information and coordinate further with other committees.
There is no record of any apologies having been received. I advise members of the constitutional requirement that they must be physically present within the confines of the Leinster House complex in order to participate in public meetings. Members are also reminded of the long-standing parliamentary practice that they should not criticise or make charges against any person or entity by name or in such a way as to make him, her or it identifiable, or otherwise engage in speech that may be regarded as damaging to the good name of the person or entity. Therefore, if a member's statement is potentially defamatory in relation to an identified person or entity, he or she will be directed to discontinue his or her remarks. It is imperative that they comply with any such direction.
The first item on the agenda is the minutes of the meeting of 10 June, which have been circulated. Are they agreed? Agreed.
Members will note that the launch our report, which was scheduled for tomorrow, has been moved to Thursday, 25 June. The launch will still take place in the audiovisual room at 12 noon. To date, a number of the stakeholders who appeared before the committee have expressed an interest in attending the launch . That is good. We understand the need for the change of date. The new date will be notified to those stakeholders. A number of them are willing to come, which is good.
We will move to correspondence. There is a big folder containing a batch of email correspondence. I will go through it as quickly as possible.
No. 29/2006 is a response from Mr. David Clerkin from the National Development Finance Agency, NDFA, providing its response to members' requests for additional information arising from the committee's meeting on 15 April. The attached report addresses the interdepartmental agency group on public-private partnerships, PPPs. A second attachment shows the Project Ireland 2040 phase 1 report and the review of the national development plan. A third attachment shows the projects delivered by the NDFA since 2015. There is an extensive amount of documentation, but there are just one or two items I want to highlight. There is reference to a report of the interdepartmental agency group on PPPs from July 2018. That is obviously an old document, but it is probably still in existence. We have also been sent the phase 1 report and the review of the national development plan. That covers the period from 2018 to 2020. We have a new national development plan but the NDFA has not sent us any update in relation to it since 2020, if I am reading the document correctly. We clearly want to get a more recent update rather than relying on something that is now five or six years' old. I am surprised we have not got a more up-to-date review of the previous national development plan. This is under Project 2040. The NDFA reviewed those few years, which is all well and good, but it is not satisfactory in the context of what we are looking for. We want to see more up-to-date information.
The NDFA also gave us a list of projects it has delivered or funded and for which it is the contracting body, rather than the local authority or some other State body being the contracting body. Some of these deal with school building programmes. You often hear of a bundle of projects being handled directly by the NDFA. Many would be school projects. Another project was that relating to Technological University Dublin, Grangegorman. There were some social housing projects and another higher education bundle project. The NDFA has, however, given us no information on any projects it has delivered since 2022. We will write back to it to ask what has been completed since then. Perhaps nothing has been completed. I would like to know what has been happening in the interim. Perhaps the NDFA gave us the list of completed projects, but four years have passed since 2022. Perhaps it has not done any other projects. It is strange that the information provided ends at that point. We need to go back for additional information. Is that agreed? Agreed. I have not read the details, but some of the information seems quite dated. That is my issue. We need something more helpful and up to date than that.
No. 38/2026 is a response from Dublin City Council, DCC, regarding the proposed office relocation and estimated retrofit cost for the civic offices in Wood Quay. Deputy Tóibín asked for a report. This matter has come up with members of the public at meetings of the DCC. As a result, the council it has given us a very detailed report, which members are free to examine. It is substantially the same as what was circulated by Mr. Richard Shakespeare, the chief executive, at our meeting with DCC. It is there for whoever is interested. There is a proposal for the DCC to move from Wood Quay and do housing there and whatever else. The project will run to hundreds of millions, if not more. That information is there. It was requested by the committee. We have at this stage a good outline of what is being proposed. It is a substantial item.
We also had follow-up from the Communities and Environmental Protection Alliance, CEPA, the wind energy group, on our meeting on 20 May, which representatives of the group attended. The correspondence is from Mr. Darragh Kettle, who was in the Visitors' Gallery. The information provides answers to the committee's queries on wind farm noise and whether any EU country has reasonable guidelines or policies around wind energy developments. We will forward the correspondence we got from Mr. Kettle, who appeared before the committee previously, to Wind Energy Ireland and ask for its response to the queries that a previous witness raised at a meeting of this committee. The correspondence refers to "45 dB" and "LA 90". That means something to the technical people. I can guess that "dB" refers to decibels but beyond that, I am lost. There is phraseology being used here that a layman would not be aware of. It uses terminology that I do not think is understandable for non-technical people.

Yes. There was a person in the Visitors' Gallery who had appeared before the committee at a previous meeting. Even he did not even understand some of what the witnesses were talking about on that occasion. We are asking them to explain some of-----

They took me aside afterwards and went through the details relating to an area around Cloghan that has wind farms.

They told me about all these houses that are unoccupied because of the noise, the flicker and all that kind of stuff. When I went to research it, I found that no houses were empty.

We will ask them to respond to that item of correspondence. Let us test the veracity of what both groups said. It is as simple as that. I do not know the answer. I will wait until I get additional information.
No. 40/2026 is further information from the GAA following the meeting we had with its representatives on 27 May 2026. It is from Dr. Peter Horgan. The information provided answers queries raised by members regarding: social enterprise and community development; employment creation and local economic activity; health, well-being and community supports; and community resilience and emergency response. Its representatives asked at that meeting if the committee would support them in their work. They are also appearing before the sports committee today. They either have appeared or are due to appear before the housing committee. My view is that if the sports committee wants to have a three-group meeting of all the committees, that would be fine. We should let the sports committee take the lead from the GAA, rather than us taking the lead. That is my suggestion. We probably have enough. The issue primarily falls within the area of sport.

I happen to be a member of the sports committee. Today's meeting was about the integration of the Ladies Football Association, LFA, the Camogie Association and the GAA. That was today's topic. This is a very different topic. That is the only thing I would say. The housing committee might want to take the lead, but it is more an element of housing infrastructure from that side.

I will ask the secretariat to liaise with the secretariat of the other two committees in order to see if others are interested in taking the issue forward. They may or may not be. We can presume. Let us get a bit of information from the other two groups.

I think it is great what we are doing here with the GAA and the National Youth Council of Ireland. I definitely see that but what is the next piece?

At the commencement of the next meeting, we will do a private session for a short period of time, or as long or short as it takes. We will advise the members that we want to discuss the future work programme with any specific proposals that members have.
