THE DOWLING CASE. - REPORT OF STANDING COMMITTEE ON STANDING ORDERS.

AN LEAS-CHATHAOIRLEACH

We will now take the report of the Standing Committee on Standing Orders.

(1) The Committee recommend the deletion of the last sentence of Order 56, and the substitution therefor of the words "A Joint Committee shall fix its own quorum."

(2) The Committee further recommend the insertion at the end of Orders 100 and 103 of the words "the proceedings for such election to begin de novo.”

I beg to propose the adoption of the Report of the Standing Committee on Standing Orders, and to move the insertion of an amendment to Standing Order 70. The amendment is to insert in line 9, paragraph 2, of the Standing Order, after the word "stage," the following: "but, save in the case of a certified Money Bill, not before the expiration of three clear days after the circulation of the Bill as passed by the Dáil."

The object of the amendment is to ensure that members of the Seanad will have an opportunity to read Bills before they come before the Seanad.

As there is not a quorum of the Seanad present at the moment, I cannot put the motion, and I accordingly declare the Seanad adjourned until 3 o'clock to-morrow.
