He resides in County Roscommon with his wife, Mary, and is a loss to the county as a Senator. Will the Taoiseach decide to fill the vacancy or await the outcome of the referendum in October for so doing?

That is a matter for the Taoiseach.

Of course it is, and I am sure the Cathaoirleach has no influence whatsoever in that regard.
