I refer to Shane O'Farrell, a wonderful young man who was knocked off his bicycle and killed by an eastern European drug addict. I have discussed the matter with the Leader who indicated that he might be prepared to give time to its discussion. In view of the dearth of legislation to deal with this area, I ask the Leader for an indication of when that debate might be facilitated.
