The Chair said the amendment had passed and warned that opposing the Order of Business would collapse it, then suggested a revised arrangement could be agreed. Norris accepted the Leader’s offer to return shortly with a finalised proposal.

The amendment has been passed. The Leader can consider it but if, as he has suggested, he opposes the Order of Business, the whole Order of Business for today will collapse. He should think clearly. I asked whether the Order of Business, as amended, was agreed to and the Leader opposed it.

I suggest that we agree the Order of Business, as amended. The Leader can then come back in an hour and tell the House that he has agreed with Senator Norris to do X or Y.
