Gnó an tSeanaid - Business of Seanad

Summary

The Seanad agreed four matters for immediate discussion: urban horse regulation, Ireland’s ECHR position, clinicians’ parental-duty obligations, and cardiovascular disease policy.

Maria Byrne An Leas-Chathaoirleach Fine Gael

I have received notice from the following Senators that they propose to raise the following matters:

Senator Chris Andrews - the need for the Minister for Agriculture, Food and the Marine to make a statement on the regulation of urban horses.

Senator Patricia Stephenson - the need for the Minister for Foreign Affairs and Trade to make a statement on Ireland's position on the European Convention on Human Rights, ECHR, following the joint statement to the Conference of Ministers of Justice of the Council of Europe in December 2025, signed by 27 countries, in particular any assessment undertaken regarding the risk of curtailment of ECHR rights protected under the Good Friday Agreement.

Senator Aubrey McCarthy - the need for the Minister for Health to make a statement on the obligations on clinicians in cases where a patient's mental health or decision-making capacity may impair their ability to discharge parental responsibilities.

Senator Maria Byrne - the need for the Minister for Health to make a statement on cardiovascular disease policy in light of the EU safe hearts plan, and to provide an update on the new national cardiovascular disease strategy.

Senator Sarah O'Reilly - the need for the Minister for Health to make a statement on conducting an independent review into the provision of telemedicine abortion.

The matters raised by the Senators are suitable for discussion. The Cathaoirleach has selected those raised by Senators Andrews, Stephenson, McCarthy and Maria Byrne and they will be taken now. Senator O'Reilly may give notice on another day of the matter she wishes to raise.
