Power outages affecting vulnerable people

Summary

Senator Goldsboro thanks agencies for restoring south Tipperary power and highlights elderly vulnerable residents’ concerns about medical supplies during outages.

This morning, I wish to raise an important item that was brought to my attention yesterday. In south Tipperary, winter appeared quite rapidly with torrential rain and high gusts of wind causing power outages and everything else associated with it. I thank the relevant agencies, the local authority, the ESB and all those who worked tirelessly to bring power back to homes late last night. However, one issue that was brought to my attention was that a number of elderly vulnerable people had been in contact with concerns as to the power returning.

They were concerned with regard to medical supplies, hoists. oxygen and CPAP machines, just to name a few. What they were not aware of is the photovoltaic scheme for medically vulnerable customers. That is what I want to raise here today. It is an extremely worthwhile initiative aimed at households where someone depends on electric power to life support or medical equipment. By its very nature this is. a group for whom the security of energy supply and the cost of electricity are particularly important. We know that 137 systems were installed in 2024 and 473 in 2025 and that €11.7 million was allocated to support more than 1,900 homes in 2026.

I would like to ask the Minister to provide an update on the actual uptake of this scheme and in particular to publish the number of installations completed month by month since 2024, together with the associated expenditure. I would also like clarity on how the scheme is being communicated directly to households in the life support category of the priority services register and whether every eligible household is being proactively informed of the assistance available. This is scheme is for the vulnerable. It is to help and to assist and we need to encourage more uptake on this, especially coming into the harsh weather of the winter. Will the Leader arrange for the Minister for Climate, Energy and the Environment to provide an update to the House on the scheme and its current uptake?
