The section presupposes close co-operation between the Garda and the customs and harbour authorities. Does Garda training take into account the enhanced role of the Garda in this context? Are the Garda prepared for their role in this context and in others related to the coast? There has often been a form of free masonry — and sometimes a conspiracy of silence — among seamen. Are the Garda and the customs officers alerted to the new role they will have in the context of this Bill?

Yes, there have been consultations with the Garda authorites on this aspect of the Bill and because we feel that they may have a more relevant role to play in the future there will be ongoing consultations with them.
