What does "choses-in-action" mean?

I will have to find out what it means from the parliamentary draftsman. I am told that it is French for "things". This is the best definition I can give.

We can provide the board with property in Monaghan if it wants to transfer its office there.

Is the provision in relation to stamps a new or an existing procedure?

It exists at present.

Is there any change in the present situation in relation to this?

No.

I have not read about it before in as much detail as it is outlined here.
