The Broadcasting (Amendment) Bill 2026 would strengthen oversight of RTÉ, TG4 and Coimisiún na Meán by requiring greater disclosure of pay and conflicts of interest, giving the Comptroller and Auditor General audit and value-for-money powers over RTÉ, and setting clearer responsibilities for boards, directors general and audience councils. It would introduce regular public assessments of RTÉ and TG4’s performance and funding, require RTÉ to put at least 25% of its public funding into independent productions, and extend complaints and media standards to their online content. It would also rename the Broadcasting Fund as Ciste na Meán and fund wider public-service content, including Irish-language and underserved-audience programming.

Bill entitled an Act to provide for the disclosure and divestment by members of Coimisiún na Meán of relevant interests in certain providers; to give full effect to Articles 5 and 6(3) of Regulation (EU) 2024/1083 of the European Parliament and of the Council of 11 April 2024 establishing a common framework for media services in the internal market and amending Directive 2010/13/EU (European Media Freedom Act); to make further provision about committees of Coimisiún na Meán; to provide, for the purposes of its functions, for a power for Coimisiún na Meán to require certain information from certain providers; to extend the application of duties and codes, and provision about complaints, in relation to public service content published by the corporations; to make further provision about the appointment and functions of the board and the director general of a corporation and the appointment and functions of the audience council of a corporation; to provide for the auditing of the accounts of RTÉ by the Comptroller and Auditor General; to require the publication of information about the remuneration of staff and contractors of the corporations; to provide for appraisals and reviews of funding and performance of the corporations; to make further provision about the commissioning of independent programmes by the corporations; to provide for the renaming of the Broadcasting Fund and for public service content schemes to be funded from the Fund; to amend the provision relating to the European Works Levy; for those purposes to amend the Broadcasting Act 2009 and the Comptroller and Auditor General (Amendment) Act 1993; and to provide for related matters.
