asked the Minister for the Public Service if, in view of recent press reports, he will indicate the reforms he proposes to make with regard to Ministerial offices and, in particular, the proposals he has with regard to the establishment of Ministers of State; and when the necessary legislation will be brought before the Dáil.

Legislation to establish the new Department of Economic Planning and Development has been circulated. I shall shortly introduce legislation in connection with the appointment of Ministers who will not be members of the Government.

How soon is shortly?

I would think a matter of weeks.
