Fahey criticised the £2 million allocation as inadequate for the national youth policy and questioned its priorities and administrative structure; Kenny said the policy would be phased in and defended the funding. Members also sought a debate and the Minister’s priorities, while procedural exchanges about progress and question arrangements interrupted the discussion.

asked the Minister for Labour if he will make a statement on the allocation of capital grants for youth, sporting and other organisations for 1986; and if he will give details of the grants allocated in each case.

A total sum of £1.2 million is available in 1986 to meet existing commitments and for allocation to new projects under my Department's capital grant scheme. Due to the large number of grant approvals in 1985, which involved the carry-over of heavy commitments to 1986, it will be possible to assist only a small number of new projects this year.
The amount available for allocation to new projects in 1986 cannot be determined precisely at this stage as it depends on the level of expenditure on existing commitments in the present year. The best estimate at present is that a sum of £300,000 will be available for allocation and expenditure on new projects. Further money may become available later, depending on the trend of expenditure on existing commitments.

Does the Minister agree that the money provided this year is inadequate? In previous years the Taoiseach gave special grants for sports at a later date than the original Estimates. As the Minister of State will realise, many grant applications have been sent to the Department and several millions of pounds are needed, and that is just for six projects.

I agree with the Deputy about the number of applications which have been made and their validity. However, the decision to allocate the amount of money awarded to this Vote was taken in the light of budgetary constraints. I expect to do the best possible with the amount available to me.

What has been provided in the Estimate for the commencement of work on the national sports centre? Has any decision been made on its location?

That is a separate question. The second part of the Deputy's question was answered yesterday by the Minister of State with responsibility for sport, Deputy Barrett. He indicated that the committee looking into the matter will report to him shortly but no decision has yet been taken.

There seems to be a reluctance on the part of the Department to give grants to community centres with bar facilities. I know of an application for a grant which was sent to the Department, but although the facility was separate from the bar the application was turned down. Is that departmental policy?

I am not aware of that specific policy. These matters are evaluated on their merits and grants are made available accordingly.

It is not possible at this stage to give a breakdown of the £2 million provided in the budget as the final allocation of these funds will be decided on the basis of proposals from local youth service boards and voluntary youth organisations towards meeting the objectives of the national youth policy "In Partnership With Youth". The available funds allow for all aspects of the National Youth Service to be undertaken on a phased basis as provided for in the policy.

As this £2 million is to provide for all aspects of the national youth policy and in view of the fact that the Costello Commission estimated that the total cost of the proposals would be approximately £20 million, would the Minister consider that the £2 million allocated is totally inadequate and that an expenditure of only £2 million in such a wide area will lead to a great deal of frustration for the people involved in providing youth services? It would have been better to put this money into existing youth services rather than setting up a further bureaucratic structure.

Deputy Fahey has a later question about the latter point. As regards the national youth policy, this is to be phased in and extended over the youth service grant scheme, the local youth service boards, the national programmes and the facilities for youth. That will take a certain amount of time to set up and phase in, but that is the intention. If the Deputy has followed progress in this matter he will be aware that recommendations have been made with regard to the number of local youth service boards which it was recommended would be set up in 1986.

The Government set out in the youth policy a number of initiatives which should have been taken in the past three years, but they have not provided the money for those initiatives. There is not much point in bringing forward a glossy document——

——outlining a policy where Government action is urgently needed in youth policy areas without providing the money. This amounts to no more than a con job.

If the Deputy examines the record he will find that this Government have made available more funds for youth than any previous Government. The youth policy was adopted formally by the Government only last year and an award of £2 million was made then. It is expected that that money will be expended this year on the phasing-in process.

Would the Minister tell the House what are his own priorities? I accept that the document is just pie in the sky and that it is full of aspirations, but what would the Minister like to see implemented?

We had complaints last Tuesday from Deputy Mervyn Taylor, Deputy Tomás Mac Giolla and Deputy Michael Barrett that it was unfair to Deputies who had questions down that these questions were not reached. We made considerable progress yesterday and I ask Deputies to make at least reasonable progress today.
