The Probation Service works with a network of Community Based Organisations (CBOs) across the country. They provide essential services to help clients address their offending behaviour as well as supporting sustainable change and integration. These organisations, which work alongside the Probation Service, provide a diverse range of services, including training and education, offender management programmes, support to access accommodation, drug and alcohol treatment programmes, and access to employment opportunities. These services and programmes are also a very important step in the re-integration of an offender back into their local community. The Probation Service remains committed to providing funding to these community organisations to ensure the continued delivery of essential services. However, the Service acknowledges that the current funding structure does not cover capital expenditures related to the maintenance and repair of premises and equipment.
To meet the capital needs of these organisations, the Probation Service applied for Dormant Accounts funding under the 2023, 2024, 2025 and 2026 Dormant Accounts Funding Action Plans to support one-time capital investments and equipment replacements for community organisations. The purpose of this targeted investment was aimed at ensuring that the physical infrastructure and resources necessary for service delivery are maintained and upgraded as needed, thereby enhancing the overall effectiveness of the rehabilitation and reintegration efforts. €200,000, €166,389, and €200,000 was allocated under the 2023, 2024, and 2025 Action Plans.
The attached table outlines the expenditure in 2024 and 2025 in respect of the capital expenditure as allocated under the 2023, 2024 and 2025 Dormant Accounts Action Plans.
The overall purpose of the expenditure is to fund capital investment so as to ensure service delivery in funded Community Organisations is maintained and upgraded as needed, thereby enhancing the overall effectiveness of the rehabilitation and reintegration efforts.
