I propose to take Questions Nos. 1886, 1887 and 1888 together.

The Energy Efficiency Retrofitting Programme (EERP) for local authority social housing was rolled out in 2013 to support insulation and energy efficiency upgrades in eligible social homes. By end-2025, almost 85,000 grants had been provided to local authorities under the programme, supported by Exchequer investment of over €487 million. A further €21 million was provided to support the retrofit of approximately 700 homes under the Midlands Retrofit Pilot.

The EERP was revised in 2021, introducing a more holistic and flexible approach and affording local authorities greater discretion in selecting properties for retrofit, ranging from those requiring minor improvement works to those needing deeper retrofit to achieve a post-works Building Energy Rating (BER) of 125 kWh/m²/yr.

Circular 09/2026, issued to all local authorities in Q1 2026, outlined each authority's 2026 target allocation under the programme, together with the scheme criteria and operational requirements. Within this framework, responsibility for selecting and prioritising individual homes for retrofit rests solely with each local authority having regard to local housing stock, programme requirements and their allocated targets. By adopting a balanced mix of interventions, local authorities can maximise the number of homes upgraded within available budgets while progressing towards the programme's target of retrofitting 36,500 local authority-owned social homes to this standard by 2030.

Some €140 million is being provided to local authorities through the programme in 2026. This is an increase of €50 million on the allocations provided in 2024 and 2025 and will support the retrofit of approximately 3,500 social homes. It will be later this year before significant recoupment claims are received, with full details on 2026 delivery available on my Department's website in early 2027.

An annual breakdown of the funding provided for the retrofit of local authority social homes and the number of homes upgraded between 2013 and 2025 inclusive is available on the Department's website at: www.gov.ie/en/publication/668c1-energy-efficiency-retrofitting-programme-expenditure-output/. Data on retrofit activity at a sub-county level (i.e. Dublin 1, Dublin 3, Dublin 9 and Dublin 11) are not collated by my Department.
