Deputy Rory Hearne asked the Minister for Housing, Local Government and Heritage the impact assessments will be undertaken before legislation to reduce LDA tenure mix, resulting in a decrease of requirements for affordable purchase homes per development; and if he will make a statement on the matter. The tenure mix of a particular area will be informed by the Local Authority in that area through the Housing Delivery Action Plan (HDAP) process. Under the new Housing Plan, Delivering Homes Building Communities, local authorities have commenced the updating of their HDAPs, for review by my Department, setting out how the Starter Homes Programme will be implemented within their area.

Each local authority HDAP will be informed by identifiable affordable housing need within their area and will include collaboration with their delivery partners, including the LDA. These plans will be completed and published by local authorities later in the year and help determine what is needed and help drive delivery.
