Land Development Agency
1899. Deputy Rory Hearne asked the Minister for Housing, Local Government and Heritage to confirm the value of drawdowns by developers under the auspice of Project Tosaigh; the number of units delivered, by county in 2023, 2024, 2025 and to date in 2026; and if he will make a statement on the matter. The Land Development Agency (LDA) plays a key role in the delivery of new housing under the Government’s Housing Plan, Delivering Homes, Building Communities.
The Agency is actively developing housing on State lands and market acquired lands and working in partnership with local authorities to develop large scale mixed tenure schemes of starter homes for purchase and rent, along with social housing on local authority owned sites.
It also partners with the residential development sector to activate and deliver stalled, planning approved housing development on private lands through Project Tosaigh, its market engagement and partnership initiative.
Over the course of this initiative, the LDA is targeting 8,000 new homes by 2028 and to date over 5,800 social homes and starter homes for rent and purchase have either been delivered or are under construction. More information on these projects can be found at www.lda.ie/projects.
My Department publishes comprehensive programme level statistics on a quarterly basis on social and affordable housing delivery activity by local authorities, Approved Housing Bodies (AHBs) and the Land Development Agency. In relation to the value of drawdowns by developers, the LDA is a statutory body under the aegis of the Department and in line with section 12(4) of the Land Development Agency Act 2021 is independent in the performance of its functions. In this regard, I as Minister, have no direct function in the performance of its operations.
It may be helpful to note that arrangements have been put in place by my Department to ensure that public bodies under its aegis have a dedicated email address in place to facilitate the provision of information directly to members of the Oireachtas.
