Housing Provision

Deputy Rory Hearne asked the Minister for Housing, Local Government and Heritage the annual targets for affordable purchase housing; the annual targets for affordable purchase delivered by local authorities and targets for cost rental for each of the years 2025, 2026, 2027, 2028, 2029 and 2030, in tabular form; and if he will make a statement on the matter. The housing plan, Delivering Homes Building Communities, reinforces and expands the range of existing affordable housing measures being implemented by the Government. In particular, a new Starter Homes Programme, which is a central component of the plan, aims to deliver an average of 15,000 affordable housing supports annually to 2030, including starter homes for purchase and cost rental homes.
This expanded delivery will build upon the significant progress already made under our previous plan, Housing for All. In 2025 alone, over 9,300 supports were delivered across the Starter Homes Purchase Scheme, the Cost-rental scheme, the First Home Scheme and the Vacant Property Refurbishment Grant.
In order to further drive the delivery of starter homes under the new plan, local authorities have been tasked with preparing their new Housing Delivery Action Plans (HDAPs), replacing those previously drawn up under Housing for All. The purpose of these HDAPs is to disaggregate the overall delivery requirement for starter home for purchase and cost rental supports to local authority level.
Local authorities starter homes delivery within their HDAPs, will take account of the nature of the local housing market, as well as identified existing pockets of local affordable need. In preparing their HDAPs, local authorities should demonstrate an integrated housing and planning approach and also consider how future developments will support balanced mixed tenure communities.
Each local authority will make their HDAP available on their website, outlining their delivery to 2030. In addition, my Department will engage on an individual basis with each local authority to provide support and to track delivery over the lifetime of their HDAP.
My Department publishes comprehensive programme level statistics on a quarterly basis, tracking affordable housing delivery activity by local authorities and other delivery partners.
