Deputy Gary Gannon asked the Minister for Justice, Home Affairs and Migration the number of fixed charge notices, prosecutions or other enforcement actions taken in respect of e-bike users and e-scooter users failing to comply with traffic lights in each of the years 2024, 2025 and to date in 2026, broken down by category of road user and Garda division where available, in tabular form; and if he will make a statement on the matter. I am advised by the Garda authorities that failure to comply with traffic lights is dealt with by way of FCN (Fixed Charge Notice). As outlined in the table provided below the offence can arise in the context of pedal cycles (including e-bikes) and separately for e-scooters.

I am further advised that An Garda Síochána can only prosecute these alleged offences on an intercept basis, e.g. where the Garda stops the alleged offender at the time of or shortly after the alleged offence.

Locations where alleged breaches are commonly reported at busy pedestrian crossings and junctions are the subject of local enforcement in their respective Divisions. An Garda Síochána also proactively use ‘Days of Action’ to enforce and improve compliance. All identified breaches are dealt which by way of FCN.

The below table provides the number of FCNs issued for the relevant offences in 2024, 2025 and to 2026, as of 1 September:

The Garda authorities have advised that the data have been provided at a national level as divisional breakdown would have resulted in significant redactions. The Deputy may be interested to note however that the vast majority of FCNs issued for both categories of offence occurred in the Dublin Metropolitan Region with approximately 90% of FCNs issued in the period.
