Deputy Gary Gannon asked the Minister for Justice, Home Affairs and Migration whether Attenti technology, hardware, software or technical services form any part of the Irish Electronic Monitoring Managed Service contract; the location in which data generated by the service will be processed and stored; and the supply-chain, data-protection and ethical due diligence undertaken before the contract was awarded. Allied Universal Electronic Monitoring (AUEM), to whom the contract for an Electronic Monitoring pilot was awarded, are a company registered in the United Kingdom. AUEM were selected through an open procurement competition carried out in accordance with Irish and EU public procurement rules. The company was assessed against the published selection, mandatory and award criteria and was found to be compliant with all mandatory requirements and all tenderers were assessed on the same basis.

My Department is required to conduct procurements in accordance with the principles of equal treatment, transparency, proportionality and non-discrimination and all tenderers were assessed on the same basis. The contract award decision was made following completion of the evaluation process, including compliance checks and operational product testing of the proposed solution.

All data will be stored, hosted, and processed only in data centres located within the EEA.
