Specialist disability residential services make up the largest part of the Disability funding disbursed by the HSE, (almost 60%) of the total budget. Approximately 90 service providers provide residential services to 8,991 individuals throughout the country.
Please see the table below which provides information on the increasing number of Residential places provided at the end of each year from 2020 to the end of June 2026. This data has been made available from the HSE’s Residential Capacity Database, which captures the number of residential placements and contract capacity per service arrangement between the HSE and service provider agencies.
In line with the HSE’s work to progress the recommendations from the Time to move on from congregated settings report, when a resident of a congregated settings moves into the community or sadly passes away, this place cannot be reutilised. This in turn, reduces residential capacity. Therefore, the above increase in capacity does not fully reflect the number of new residential places created in this timeframe.
