Housing construction delays
Deputy Hearne cites Central Bank findings that home-building times have doubled and calls for an emergency housing response. The Taoiseach defends Government planning reforms, State supports and record social-housing construction.
Fine. The Central Bank report out today highlights that the length of time it takes to build a home has doubled in the past ten years. It used to take two years but now it takes four. The Taoiseach's policies created this housing disaster and this report shows that they continue to make it worse. We saw during the summer house prices and rents way beyond what any normal person can afford.
Why will the Government not take an emergency response to this disaster? Why will it not implement the common-sense proposals that the Social Democrats have proposed shifting away from the market and investor fund policies and instead get the State to directly build what it did successfully in the past through councils and through setting up a State construction company that could build thousands of genuinely affordable homes across the country? Can the Taoiseach see that the Government's policies are not working and that we need a major shift?

First of all, the Central Bank report was from 2019 until the present day. The very measures the Central Bank highlighted are the ones we have taken over the past year and a half, in particular, and before that in terms of accelerating our planning process - all of which the Deputy opposed. Everything that the Central Bank has articulated needs to happen the Deputy has opposed. Regarding environmental assessments and apartment guidelines - you name it - the Deputy has opposed it all.

Yes, the Deputy has. As for the Deputy's State construction company, that would take years now. A total of 80% of all housing now is funded by the State in one form or another or as a State investment process.

We built a record number of social housing units last year - 9,000 plus. This year, we will build more again. Over the past five years, if we look at the numbers of social houses that have been built, they have been very significant, and we have facilitated and funded that, apart altogether from affordable housing and so on. The Deputy never acknowledged that. There is significant momentum compared with where we were five years ago. We are the fastest in Europe in terms of house construction.
