In February 2026, a successor scheme to the Basic Income for the Arts Pilot scheme was annouced. The main objective of the Basic Income for the Arts scheme is to support professional artists whose creative practice is based in Ireland. This is a major milestone for the arts in Ireland and research conducted by the Department of Culture provided Government with a clear evidence base upon which to make that decision.

Guidelines for the new scheme were published on 1 April and the deadline for applications was Tuesday 12 May. Just over 10,000 applications were received. The Department has been assessing applications in the intervening period to ensure compliance with the eligibility criteria. The Department has commenced communication to applicants invited to participate in the scheme on Thursday 15 October. Due to the volume involved, successful applicants will be notified in tranches as assessments are completed.

Consideration will be given to expanding the scheme in future years beyond 2000 artists, should more funding become available in future budget cycles.

The Department’s Arts and Culture programme aims to support and develop access to, engagement with, and participation in arts, culture and creativity by individuals and communities thereby enriching lives through cultural and creative activity; to promote Ireland's arts, culture, screen industry and creativity globally; and to drive a more vibrant and diverse Night-Time Economy. Recent initiatives include:

• €34.4 million for the Basic Income for the Arts Scheme.

• Funding for major redevelopment of the Crawford Art Gallery.

• Redevelopment of the National Concert Hall with the Discover Centre project.

• Funding to redevelop the West Wing of the National Library of Ireland.

• Record funding for the Arts Council of over €143.5 million.

• Funding to support artists international careers through Culture Ireland of €9m.

The Arts Council is the national Government agency for funding, developing and promoting the arts in Ireland. Their role is to advise, invest and work in partnership with others, to cultivate a vibrant arts environment at the heart of Irish society. The record funding of €143.5 million secured in Budget 2027 will ensure that the Arts Council can fulfil that role; supporting artists and arts organisations while ensuring access to, and participation in the arts is equitable for audiences throughout Ireland.
